wifi: ath12k: init monitor parameters for WCN7850

Some monitor parameters are only initialized for QCN9274, but WCN7850
also needs them, so initialize them for WCN7850 as well.

Tested-on: WCN7850 hw2.0 PCI WLAN.HMT.1.0.c5-00481-QCAHMTSWPL_V1.0_V2.0_SILICONZ-3
