usb: quirks: Add DELAY_INIT quick for another SanDisk 3.2Gen1 Flash Drive

Another SanDisk 3.2Gen1 Flash Drive also need DELAY_INIT quick,
or it will randomly work incorrectly on Huawei hisi platforms
when doing reboot test.
