[XTENSA] Move common sections into bss sections

Move the fields of the COMMON sections 'swapper_pg_dir' and
'empty_zero_page' to the BSS section. Remove the unused COMMON
sections 'emtpy_bad_page_table' and 'empty_bad_page'.
