net: atlantic: Avoid -Wflex-array-member-not-at-end warnings

-Wflex-array-member-not-at-end was introduced in GCC-14, and we are
getting ready to enable it, globally.

Remove unused flexible-array member `buf` and, with this, fix the following
warnings:
