USB: core: Correct API usb_(enable|disable)_autosuspend() prototypes

API usb_(enable|disable)_autosuspend() have inconsistent prototypes
regarding if CONFIG_PM is defined.

Correct prototypes when the macro is undefined by referring to those
when the macro is defined.
