scsi: lpfc: Extend the RDF FPIN Registration descriptor for additional events

Currently the driver registers for Link Integrity events only.

This patch adds registration for the following FPIN types:

 - Delivery Notifications
 - Congestion Notification
 - Peer Congestion Notification
