x86/intel_rdt: Add command line parameter to control L2_CDP

L2 CDP can be controlled by kernel parameter "rdt=".
If "rdt=l2cdp", L2 CDP is turned on.
If "rdt=!l2cdp", L2 CDP is turned off.
