powerpc/mm: Make pte_pgprot return all pte bits

powerpc/mm: Make pte_pgprot return all pte bits

Other archs do the same and instead of adding required pte bits (which
got masked out) in __ioremap_at(), make sure we filter only pfn bits
out.
