ARM: omap-device: use SET_NOIRQ_SYSTEM_SLEEP_PM_OPS

Use recently introduced macro SET_NOIRQ_SYSTEM_SLEEP_PM_OPS to
set up PM callbacks. This also fixes missed assignment of
.poweroff_noirq() callback.
